I don't know if cats can really be gay but I've seen neutered males mount other neutered males. Ignore the behavior. If you scold the "gay" cat, he'll just be more confused. Let them be, especially since pregnancy isn't a possibility. If the targeted male dislikes the "attention", he'll let the "gay" cat know about it.
