Hamster with problems with his privates

My hamster is approaching 2 years old and his 'manhood' is always out. Also, the surrounding area is always wet as if grooming too much, or not at all? His stools are completely normal therefore do not think it is related to 'wet tail'. Apart from this he is active and eating/drinking well. Any ideas?
