Since the eyes have been crusty for a long time, this may be a progressive infection. One indication of a problem could be fleas, usually picked up from other pets in the house. Fleas get moisture from animal eyes and can cause infection. Check fur. Otherwise, you might try common eyedrops from the drug store just to moisten the area to see if that helps. Keep you hamster in low light (for eye comfort), avoid drafty areas, and consider the bedding (wood shavings may irritate the eye) by offering simple toilet tissue for the hamster to use for bedding. The wire floor of the upper level could be covered with clean cardboard attached with a little masking tape, so you can change it every so often. This may prevent future leg injury. Wired exercise wheels should not be used just because this type of accident can happen. Also, check on the height of the upper level (more than 6" could injure from a fall).
