Labored Breathing/Wheezing in Dog

My 12 yr old Westie has what our vet has diagonised as "Allergy Lung Diease". This started after we went through Hurricane Charley in SW Florida in Aug. '04. The vet said she saw a lot of breathing problems in her practice due to all the "stuff" in the air after the hurricane. My dog seems to be holding about the same but not improving. She has very labored breathing and wheezing and low energy. All the vet has us doing is predazone, which I hate to keep her on....but without she does get worse. She has been on a strict allgery diet due to my other westie that has skin and food algeries. I would appreciate any suggestions.
