Hi, I don't know anything about horses and I didn't know what to do so I'm hoping you all can help me.

We rent a house in the country and the barn that is on our property is rented to another person. She has a horse and a pony in the barn. I believe the horse is 3 or 4 and the pony was just born this past spring. I go down there almost every day to check on them. There is no hay and no straw. I'm really concerned. I see that she has a 30 gallon tote full of grain and judging by the rate that it is consumed I would say she's giving each horse about a scoop to a scoop and a half a day.
I thought horses needed hay. I didn't say much during the summer because there is plenty of grazing. But we live in Michigan and everything is snow covered now and there is nothing for them to graze on.
I'm hoping someone can help me with some facts and possibly resources if these horses are truly in danger.
