My horses, skin problems

I have tried everthing. My horse has a skin problem.It seems to be something sort of like rain rot.But the skin seems to be very dry and flaky. It seems to be veryy itchy and it does,nt come out in patches like rain rot.Hes loosing his coat where he rubs against things. Under his forelock he is completely bald .He is on a veryy good deworming program.His tail use to be almost to the ground, now its almost gone,it looks terrible. Now he is scratching and rubbing his mane off.Please help if you can. Iwouldbe gratefull for any advice you can give me .
