First I'd like to acknowledge what a wonderful person you are for looking out for these animals!! I've just discovered your post so I hope you have already found your answer already. Horses need to consume at least 1.5 percent of their body weight in forage/hay each day. So for instance, a 1,000 pound horse needs at least 15 lbs of hay on a daily basis. Ideally the amount should be spread over three feedings as horses' systems are geared toward constant grazing. My suggestion is to call your local animal shelter immediately and tell them of the situation. It sounds as if the person either doesn't know how to take care of horses or she's knowingly neglecting them. Someone needs to step in to feed these horses! The local animal shelter will know how to handle it, or will be able to put you in touch with the proper authorities.
