Is this horse neglect?

Well, actually pony neglect. A year and a half ago my next-door neighbors got a pony and pastured him in an small lot behind their house. The barbwire fenced-in area has hardly any nutritious grass and it is filled mostly with thorny bushes and weeds. He does have a small shelter with sides and a roof, though. My neighbors never give him hay in the summer yet occasionally they start giving him some hay in winter. But a bale of hay as been placed right in front of the enterence gate, just out of the pony's reach. I have no idea where he gets his water. I can't see his ribs but its hard to see anything through his thick winter coat. A vet ot farrier NEVER comes over. And the owners are gone for weeks at a time. I did approach my neighbors once and asked if they knew how to properly take care of a pony. They apparently didn’t want to talk about it and answered, “He’s just a little guy.” then walked away. Is this neglect or am I just overreacting? I know this pony deserves a better life than what he is living now. I would appreciate any advice.
