My suggestion is to call your local animal shelter immediately and tell them of the situation. It sounds as if the person either doesn't know how to take care of horses or she's knowingly neglecting them. Someone needs to step in to feed these horses! The local animal shelter will know how to handle it, or will be able to put you in touch with the proper authorities.
